Extract from the Full Parish Council meeting held on 21st January 2025. Minute 147.2 Millbrook Parish Council budget 2025-26 The Chair informed the Council that the committee had met and reviewed the budget line by line. An estimate of nearly £96,000 had been received to resurface the village hall and West Street car parks. With this in mind the Council needs to build up traffic and transport (to include car parks) reserves.

We have been collating the comments received to date, some of which relate to areas which are necessarily within the not within the responsibility of the Parish Council. However, the Parish Council can assist with signposting, online reporting and lobbying for change and in some cases, subject to budget (such as highway improvements) can fund towards projects.

Thank you for your recent enquiry in relation to weeds growing on the highway in Millbrook.
Cornwall Council no longer has a budget for general weed spraying and, in accordance with its Pollinator Action Plan, it has restricted the use of pesticides, particularly where they are glyphosate based, in order to reduce the potentially harmful effects on the environment. Any spraying is now restricted to the treatment of noxious weeds such as common ragwort and Japanese Knotweed or for areas where weeds are causing significant structural damage.
Weed removal will only be considered where it is causing a genuine highway safety hazard or if removal is organised by third parties. If residents have a real concern in relation to highway safety, they can report it via the Council’s online defect reporting system and this will initiate an inspection Report a problem with a road or pavement – Cornwall Council
If there is local interest in a weed removal project in the area, our Community Partnership Officer can help support local volunteers to do so. We have a toolkit trailer with appropriate equipment, to enable a community project to take place. Millbrook Parish Council Assets
Millbrook Parish Council’s assets are:
- The lake and lakeside (any water pollution / environmental concerns should be reported to the Environment Agency, who are also responsible for the dam).
- The recreation park – to include the skatepark, tennis courts, tractor park and green space
- Car parks – Village Hall car park, Greenland / Doctors Surgery car park West Street car park – we have a 99 year lease with Cornwall Council (please note the play park and green space near West Street car park is the responsibility of Cornwall Council)
- The Lime Kiln
- The Tanyard
- New / open cemetery (the old / closed cemetery is the responsibility of Cornwall Council)
- Public toilets
- War memorial
- Bus shelters on the Parade and at Southdown.
The Council’s full Asset Register was approved during the meeting held on 18th March 2025.
The Parish Council office is based in Millbrook Village Hall. The Parish Council is a custodian trustee of Millbrook Village Hall.
Parish Council’s Caretaking Tasks:
Millbrook Parish Council employs two part-time caretaking staff (totalling 29 contracted hours per week).

- Kerbside weed clearance (as defined under key areas of work or as directed / subject to budget)

Areas Outside the Remit of the Parish Council
Insworke Play park is the responsibility of LiveWest.
West Street Play Park and surrounding trees is the responsibility of Cornwall Council.

Parish Council Administration
Millbrook Parish Council employs 1 x Full tie Parish Clerk / Responsible Finance Officer and 1 x Part time Admin Support Officer (15 hours per week) providing finance and administrative support.
