Areas of ownership and responsibility

The graphic image shows the areas that are covered by Millbrook Parish Council and those that fall under the jurisdiction of Cornwall Council.

Millbrook Parish Council’s Assets (responsibilities):

The Recreation Park Area

  • The Quay, Lime Kiln and Fundus – Title number CL212614 (possessory title)
  • Land at The Parade to include a small section of the Lake – Title number C203918 (absolute title)
  • Millbrook Parish Council own the freehold for the area named as ‘The playing fields, Southdown Road, Millbrook, Torpoint’ under title number CL203396.  This includes the skatepark, junior football field, main recreation field, tractor park, tennis courts, football club, community orchard area and path which runs alongside the lake in the park (not the roadside pavements).

Until recently Millbrook Parish Council held a lease on an area of the lake owned by the Duchy of Cornwall.   There was an agreement whereby Millbrook Lake Moorings Association managed the area on behalf of Millbrook Parish Council.  This agreement has now expired and Millbrook Lake Moorings Association are in discussions with the Duchy of Cornwall.
Millbrook Parish Council are the landlords of Millbrook Football Club.

The Tanyard

The public open space known as ‘The Tanyard’ in King Street is owned by the Parish Council under title number CL203386.

Public Toilets

The Parish Council has a 99 years lease agreement with Cornwall Council for the Public Toilets on The Parade.

Public Car Parks

Millbrook Parish Council are responsible for the following car parks

  • The Car Park outside the Village Hall (from the Pharmacy up to the Public toilets)
  • Next to the doctors surgery (section along Greenland and also the section opposite the Village Hall)
  • West Street Car Park – Millbrook Parish Council has a 99 year lease agreement with Cornwall Council for this car park.   We are not responsible for the enforcement – that is covered by Cornwall Council.

Bus Shelters

The bus shelters at The Parade and Southdown (Insworke) are the responsibility of  Millbrook Parish Council.

Millbrook Cemetery (New Section)

Millbrook War Memorial

The War Memorial is situated on Newport Street on the grounds of All Saints Church and is the responsibility of Millbrook Parish Council.

Responsibilities / contact details for other organisations

Millbrook Village Hall

Millbrook Parish Council are custodian trustees (The hall and land is owned by the charity. The management committee are the charity trustees who have responsibility for the hall and its running. The only duty of the Parish Council as custodian Trustee is to act as instructed by the management committee in matters relating to the land and building so long as such instructions are lawful and within the powers/rules of the governing document.)
The Parish Council rents an office from the Village Hall Committee.

Public Highways – Pavements, Roads and Verges

For issues relating to public highways please contact Cornwall Council.

The Parish Council has been working closely with Cormac, who are responsible for the roadside verges, regarding the planting of wildflowers along New Road.   We are in our third year of this scheme. It is expected to take a couple more years of annual seed sowing to really establish wildflower verges along New Road.
