1. Chair’s welcome and announcements

1.1 Welcome, housekeeping and overview of meeting procedures

2. Apologies for absence.

3. To receive declarations of gifts, declarations of interest relating to matters on the agenda, in accordance with the Council’s Code of Conduct, and to consider any requests for dispensations.  (please refer to the notes at the end of agenda).

4. Public forum and County Councillor report/update.

4.1 Public forum
Standing Order 3e: Members of the public may make representations, answer questions and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda.
Standing Order 3f: The period of time designated for public participation at a meeting in accordance with standing order 3(e) shall not exceed 30 minutes unless directed by the chair of the meeting.
Standing Order 3g: Subject to standing order 3(f), a member of the public shall not speak for more than 3 minutes.
4.2 Cornwall Councillor report / update

5. Approval of the minutes from previous meeting

Minutes of the previous full Parish Council meeting: To approve the minutes of the Full Parish Council meeting held on Tuesday 18th June 2024.

6. Millbrook Skatepark event

To consider approval for a skatepark event to be held on 7th September 2024 (date may be subject to change by Millbrook Skatepark Group) to be held in conjunction with Millbrook Parish. (the conditions of the Community Ownership Fund grant application stipulate four events must be held this year).

7. Finance

7.1 Parish Council Unity Trust bank accounts: To note the balances on the accounts
7.2 Parish Council Nationwide Savings Account: To note the balance on the account.
7.3 CCLA Investment Management Fund: To receive the latest statement
7.4 Bank reconciliation report: To receive the May and June 2024 bank reconciliation reports.
7.5 External audit: Update on communication for BDO LLP.
7.6 Monthly report: To receive the Parish Clerk’s finance report.
7.7 Monthly payments: To note payments made since the last meeting and to approve the payments as presented by the Clerk, included in the list below, and any additional payments presented in the meeting, which can be submitted for approval at the discretion of the Chair. (Where applicable, amounts include V.A.T)

8. Asset & Open Spaces

8.1 Asset & Open Spaces meeting: To receive the meeting notes from the meeting held on Monday 8th July 2024.
8.2 Millbrook Tractor Park disposal of equipment: Update on removal of play park equipment.
8.3 Millbrook Tractor Park replacement equipment: To review and consider the quotations from Play Park Equipment suppliers and local contractors for a replacement tractor (see supporting document(s) detailing images and price ranges from £5,000 to £14,090).
8.4 Millbrook Tractor Park inspection: Subject to the Parish Council decision on agenda item 8.3, to consider approval of a post installation inspection at a cost of £415.00.
8.5 Grass cutting management of Millbrook Tractor Park and the Junior Football Field: 
To review and consider the quotations from Enhanscapes for additional grass cutting.
a) £70.00 per month to extend the cut around the football pitch
b) £20.00 per month to extend the cut around the tractor park.
8.6 Biodiversity webinar: Update on Scribe webinar on Biodiversity Net Gain and Biodiversity – The Duty on Parish and Town Councils (sessions attended by Joanna Bennetts, Admin Support Officer, Cllr Moorey and Cllr S Woffenden).
8.7 Wildlife strip along the roadside (right hand / lakeside side coming from the village)  
To review the quotation from Enhanscapes and, subject to approval from Cornwall Highways, who are responsible for the roadside verges, to consider the creation of a strip of low growing indigenous wildflowers with an initial installation of heavy-duty hessian material to suppress the grass followed by the sowing of yellow rattle and low growing wildflowers in an agricultural sand medium at a cost of £955.

9. Cemetery management

To consider a budget for signage on the new and old sections of the cemetery in Millbrook.

10. Cornwall Council consultations

10.1 Draft Housing Decarbonisation Strategy: To review and consider a comment.
10.2 Statement of Principles under the Gambling Act (referred to as the Gambling Policy: To review and consider a comment.

11. Christmas and Events

11.1 Christmas and Events meeting held on 1st July 2024: To receive the meeting notes.
11.2 Christmas expenditure: To approve a budget as recommended by the Christmas and Events Working Group.

12. Public toilets

Update on recent vandalism and to consider actions, such as intermittent closures.

13. Policies and procedures

13.1 MPC Equal Opportunities policy: To review and consider any amendments.
13.2 MPC Retention policy: To review and consider any amendments

14.1 Millbrook Village Hall Management Committee: Update from Cllr Lewis

CLOSED SESSION

17.1 Exclusion of public and press from the meeting.
Councillors to resolve that pursuant to section 1 (2) of the Public Bodies (Admission to Meetings) Act 1960 and the Local Government Act 1972 S100 (2) the public and press leave the meeting because of the confidential nature of the business to be transacted.
17.2 Millbrook Skatepark tarmac path: To receive an update from the recent meeting, review communication and to consider approval of invoices.
17.3 Millbrook Football Club: Update on actions from the last meeting and to consider an amendment to the lease.
