The Parish Council and Cornwall Councillor received a number of complaints relating to pedestrian safety on St John’s Road.
Consultation Summary
To provide a buildout on St John’s Road to improve footway and create visibility improvements, by restricting parking, for pedestrians and school children crossing the road on route to school.
Background:
Concerns were raised by parishioners about pedestrian safety, particularly for children crossing on their way to school, exacerbated by double parking on the pavement and road restricting visibility after the bend.
Scheme Objectives
These waiting restrictions have been proposed in order to prevent inappropriate parking, which obstructs the visibility of road users, particular pedestrians crossing, on these lengths of road. It is considered that implementing these will increase road safety, which will in turn encourage greater use of active transport within the local area – including to the nearby school accessible from St Johns Close.
Implementing these restrictions will additionally benefit vehicles, by ensuring visibility for those turning at junctions and preventing such manoeuvres being hindered by obstructive parking. The latter is a particular issue for wide vehicles, which are unable to continue down St Johns Road due to the current width restriction in place.

Scheme Summary completed post-consultation – Information received from Cormac Solutions Ltd via Council Council’s Community Link Officer
The scheme received a relatively large number of responses. 80% of these responses were objections to the current scheme. Following a meeting with the Network Manager, Community Link Officer and Parish Council, it was agree to not proceed with the current design. Alternative designs will now be considered

As a resident on Heanton Terrace, I object to the proposed scheme in its present format. I feel that by constructing a buildout on St Johns Road with bollards and dropped kerbs and enforcing restricted parking, will only exacerbate the parking situation for residents on both Trefusis Terrace and Heanton Terrace, forcing vehicles to be parked further down St Johns Road (where there is a width restriction) and potentially blocking access to the Funeral Directors and the back lane to Heanton and Clinton Terraces as well as the mini roundabout. I recognise that there needs to be some additional safety features and would suggest reaching out to the local community for a post of traffic crossing warden at peak school times.
