3. Dispensation – To consider any requests for dispensations relating to agenda items.
4. Presentation from Torpoint Town Council, County Councillor report / update and public forum
4.1 Torpoint Town Council: To receive a presentation from the Mayor of Torpoint Town Council and representatives from Torpoint Community College in relation to a Torpoint and Rame Peninsula 9 x 9 3G Pitch Project.
4.2 Cornwall Councillor: To receive a report / update from CC Kate Ewert
4.3 Public forum: At the Chair’s discretion members of the public can address the Parish Council on any subject relevant to Council business, as detailed on the agenda. Members of public shall be permitted to speak for up to three minutes (Standing Order 3g).  A summary of points raised during the public forum will be included in the minutes of the meeting. The minutes will not be a verbatim record of the meeting.

7. Approval of the minutes from previous meeting: 
7.1 Minutes of the last full Parish Council meeting: To approve the minutes of the Parish Council meeting held on Tuesday 20th June 2023.
7.2 Minutes of the last Planning Committee meeting: To approve the minutes of the Planning Committee Parish Council meeting held on 20th June 2023.
8. Assets and Open Spaces 
8.1 Grass verges: To note the ownership, responsibility and Cornwall Council reporting procedures and to support CC Kate Ewert’s planting proposal (see CC Kate Ewert’s June 2023 update)
8.2 Millbrook’s grass cutting and village maintenance: To receive reports on the Parish Council’s Grass Cutting and Village Maintenance contract and to agree next steps.

8.3 Millbrook Skatepark Project: Update from the Clerk
8.4 Millbrook Tractor Park: To consider approval of a budget of a replacement bridge on the multi-play unit on the tractor park.
9. Grants and community support
To consider the request from Millbrook Village Hall Management committee for funding support towards the noticeboard outside Millbrook Village Hall car park.
10. Policies, procedures and Council Governance
10.1 Civility and Respect pledge: To note that during the Parish Council meeting held on 27th September 2022 the Council passed a motion to sign up to the Civility and Respect Pledge. (Minute 69b).  Certificate Number 1284 to be signed and publicly on display from the Parish Council’s office.
Millbrook Parish Council has made a ‘collective’ pledge to:

  • Treat all councillors, clerk and all employees, members of the public, representatives of partner organisations and volunteers with civility and respect in their role.
  • Put in place a training programme for councillors and staff.
  • Sign up to Code of Conduct for councillors.
  • Have in place good governance arrangements in place including, staff contracts, and Dignity at Work Policy.
  • Commit to seek professional help at early stages should civility and respect issues arise.
  • Commit to calling out bullying and harassment when if and when it happens.
  • Continue to learn from best practice in the sector and aspire to being a role model / champion council e.g., via Local Council Award Scheme.
  • Support the continued lobbying for the change in legislation to support the Civility and Respect
  • Pledge including sanctions for elected members where appropriate.
10.2 Social media policy: To review the Parish Council’s social media policy.
10.3 Equal Opportunities policy: To review the Parish Council’s Equal Opportunities policy.
10.4 Code of Conduct: Update on Millbrook Parish Council Code of Conduct training.
12. Finance
12.1 Council’s bank balance: To note the Council’s Unity Trust bank balance (to be updated in the Council meeting).
12.2 Council’s savings account balance: To note the balance in the Nationwide Building Society Account.
12.3. CCLA Investment Management Fund: To note the June 2023 statement detailing £50,000 in the Public Sector Deposit Fund.  (Interest has been transferred to the Unity Trust account).
12.4 Finance report: To receive the Clerk’s monthly financial transaction report.
12.4. Monthly payments: To note payments made since the last meeting and to approve the
payments as presented by the Clerk, included in the list below, and any additional payments presented in the meeting, which can be submitted for approval at the discretion of the Chair.

14. Climate and Environment
14.1 Climate & Environment Action Group: Update from Cllr S Woffenden
14.2 Electric bike share scheme: Does the council support in principle the introduction of an electric bike scheme in Millbrook.  Report in the meeting from Cllr E Woffenden
15. Staffing
Assistant Caretaker: Subject to the interview panel agreeing a suitable candidate to (a) agree to  approve to delegate the recruitment of the Assistant Caretaker to the Staffing Committee or (b) have a meeting during August 2023.
16. Communication, correspondence and matters to note 
16.1 Newsletter: To agree a working group to assist in the formation of the next newsletter and to approve a budget and distribution.
16.2 Correspondence: To receive the list of correspondence and matters to note and to agree
communications procedure.
17. Future items for agenda: To raise matters for future consideration in full council, committee or working group meetings.
