1. Chair’s welcome and announcements

1.1 Welcome, housekeeping and overview of meeting procedures

2. Apologies for absence.

3. To receive declarations of gifts, declarations of interest relating to matters on the agenda, in accordance with the Council’s Code of Conduct, and to consider any requests for dispensations.  (please refer to the notes at the end of agenda).

4. Public forum and County Councillor report/update.

4.1 Public forum
Standing Order 3e: Members of the public may make representations, answer questions and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda.
Standing Order 3f: The period of time designated for public participation at a meeting in accordance with standing order 3(e) shall not exceed 30 minutes unless directed by the chair of the meeting.
Standing Order 3g: Subject to standing order 3(f), a member of the public shall not speak for more than 3 minutes.

5. Approval of the minutes from previous meeting

5.1 Minutes of the July Full Council meeting: To approve the minutes of the Full Council meeting held on 16th July 2024
5.2 Minutes of the previous Extra Ordinary full Parish Council meeting: To approve the minutes of the Extra Ordinary Full Parish Council meeting held on Tuesday 20th August 2024.
5.3 Minutes of the last Finance Committee meeting: To approve the minutes of the Finance Committee meeting held on 20th August 2024.

6. Campaign on the safety of lithium-ion batteries and their disposal.

Does the Council wish to officially support the campaign?

7. Use of the Village Hall Car park and the Tanyard for a community event

(i)To consider the request from the organisers of Millbrook Christmas Market to use the Village Hall car park from midday on 30th November 2023 until late afternoon on 1st December 2024
(ii)To consider whether to combine the Christmas Lights Switch On event with the Christmas Market event.

8. Millbrook Skatepark Project

8.1 Skatepark finances: To receive a report on the funds received, payments issued and anticipated expenditure.

8.2 Skatepark event: Update on an event to be held on 21st September 2024. (date previously set for 7th September – Minute 41, 18/07/2024) and to delegate the approval of the risk assessment and publicity for the event to the Clerk, in consultation with Chair & Vice Chair.

9. Finance

9.1 Parish Council Unity Trust bank accounts: To note the balances on the accounts
9.2 Parish Council Nationwide Savings Account: To note the balance on the account.
9.3 CCLA Investment Management Fund: To receive the latest statement
9.4 Bank reconciliation report: To receive the July and August 2024 bank reconciliation reports.
9.5 External audit: Update on communication for BDO LLP.

9.6 Monthly report: To receive the Parish Clerk’s finance report.
9.7 Monthly payments: To note payments made since the last meeting and to approve the payments as presented by the Clerk, included in the list below, and any additional payments

10. Policies and procedures

10.1 Finance Committee Terms of Reference: To approve the Terms and Reference and the appointment of Cllr Roberts as Chair of the Finance Committee.
10.2 Financial Regulations: To approve the amendments to the Financial Regulations as recommended by the Finance Committee.
10.3 Vexatious Complaints policy: To review and consider adopting a Parish Council vexatious complaints policy.
10.4 Compassionate leave policy: To consider adopting a compassionate leave policy (see National Association of Local Council’s example template).

11. Assets & Open Spaces

11.1 Yellow rattle and wildflower sowing along the roadside verges: (i) To receive the notes from the meeting held on 3rd September 2024 and follow up email from Cormac Solutions’ Environment Area Manager.(ii) To consider reallocation of the agreed budget for Enhanscapes hessian-laying proposal to cover the costs of seeds and overseeing the project.
11.2 Topple testing in Millbrook Cemetery: To note the order, placed under Clerk’s delegated authority, for Comac Solutions Ltd to complete topple testing in Millbrook Cemetery (new section) at a cost of £271.72
11.3 Chatty bench: In view of the works required on the chatty bench to consider (a) approval of repair costs (b) replacing the bench with a new bench and reinstalling the chatty bench sign or (c) disposal of the bench and only replacing it when someone wishes to purchase a memorial bench.

12. Staff welfare

To consider approval of Parish Council workwear for the Council’s caretakers and if approved to agree a budget.

13. Traffic & Transport

13.1 West Street / Hounster Hill / B3247: Update on Cormac’s consultation.
13.2 St John’s Road pedestrian safety improvement: To provide an update

14. Torpoint Town Council Neighbourhood Plan

To consider a submitting a Parish Council consultee response.

15. Staff and Councillor training

To receive an update on training and to approve the transfer of budget funds from the staff training budget to the Councillor training budget.

16. Community newsletter

To consider producing an Autumn/Winter newsletter and if approved to agree a budget.

17. Climate and Environment

Updates on recent meetings.

A query raised to Cornwall Council regarding lack of comment from Cornwall Highways. – Grass cutting schedules / maintenance of the village / comments filtered on
the  Council’s Facebook page: Several queries from the same parishioner. – Grass cutting in the new cemetery: Complaint received over the length of the grass and
access to individual plots.
