3. To receive declarations of gifts, declarations of interest relating to matters on the agenda and to consider any requests for dispensations.
To receive any requests for Dispensations or Declarations of Interest from Councillors relating to items on the agenda for this meeting, in accordance with the Council’s Code of Conduct, and to note any gifts and hospitality (please refer to the notes at the end of agenda).

4. Cornwall Councillor report / update and Public Forum

5.1 Onstreet Residental Chargepoint Scheme: To receive the communication received from Office for Zero Emission Vehicles (OZEV) in relation to the Onstreet Residential Chargepoint Scheme grant and agree next steps.
5.2 Yellow rattle / Lower Anderton Road: Update on communication with Cormac.
5.3 Newsletter: To receive a draft copy (to be provided before the meeting) and an update from the Clerk.
6. Approval of the minutes of the previous meetings 
6.1 Full Council meeting held on 19th March 2024

7. Housing Needs Survey 
7.1 To receive the communication from CC Kate Ewert and consider funding towards the costs of a survey for St John, Maker with Rame and Millbrook parishes.
8. Millbrook Skatepark Project 
8.1 Community Ownership Funding: Update from the Clerk
8.2 CIL Funding: Update from the Clerk
8.3 Statement for Maverick’s website: To consider a Parish Council statement for Maverick Industries’ website.
8.4 Use of Parish Council container: Does the Council agree to designated members of the skatepark group to have use of the container for storage of skateboards and brushes / brooms for cleaning the skatepark?
9. Subscriptions
Cornwall Association of Local Councils Ltd: To consider renewal of the Annual Membership subscription for CALC and NALC at a cost of £794.19 ex V.A.T.
10. Finance
10.1 Unity Trust bank balance (main account): To note the Council’s Unity Trust current account balance (update to be provided in the meeting)
10.2. Unity Trust savings account (skatepark account).  To note the balance in the Unity Trust account for the skatepark funds.
10.3 Council’s savings account balance: To note the balance in the Nationwide Building Society Account as at 31st March 2024 and to approve transferring the funds received from Unity Trust bank interest from other income to the Skatepark Fundraising budget.
10.4. CCLA Investment Management Fund: To note the March 24 statement detailing £50,000 in the Public Sector Deposit Fund. (Interest has been transferred to the Unity Trust account).
10.5 Bank reconciliation: To note the bank reconciliation reports for March 2024
10.6. Finance report: To receive the Clerk’s Finance Reports (i) Summary of receipts and payments for the year 2023/24 (ii) Petty cash expenditure for the year 2023/24 (iii) a report detailing expenditure, excluding staffing costs, over £500.00 during the year 2023/24.
10.7 Monthly payments: To note payments made since the last meeting and to approve the
payments as presented by the Clerk, included in the list below, and any additional payments presented in the meeting, which can be submitted for approval at the discretion of the Chair.
11. Grants and donations
The Peninsula Trust: To consider the grant funding application of £4,616  (i) running costs of Millbrook Meet up (ii) Annual food and energy costs for the community kitchen larder (iii) organisation printing costs (iv) utility costs for running the Rame Centre (v) IT suite upgrade costs.
12. Millbrook Lake – security and wildlife cameras
In view of recent vandalism to the swan nest, to consider the donations from members of the public, agree the proposals for cameras and consider a budget for       potential additional costs.
13. Policies and procedures
12.1 Statement of Internal control: To review and consider any changes.
12.2 Council Asset Register: To review and consider any changes.
12.3 Financial Risk Management Scheme: To review and consider any changes.
14. Village hall car park – disabled parking bays
To consider a budget for the purchase and installation of disabled parking bay signs.
15. Updates / reports from Councillors / Council Officers
      Millbrook Village Hall Management Committee –  Update from Cllr Lewis.

18. Closed session:
a. Exclusion of public and press from the meeting.
To resolve that pursuant to section 1 (2) of the Public Bodies (Admission to Meetings) Act 1960 and the Local Government Act 1972 S100 (2) the public and press leave the meeting because of the confidential nature of the business to be transacted.
b. Tarmac surfacing leading up to and around Millbrook Skatepark: To receive the confidential report regarding the quality of the recent works from an independent specialist and to agree next steps, to include a decision on whether payment for the works should be made at this stage.
