1. Chair’s welcome and announcements
1.1 Welcome, housekeeping, and overview of meeting procedures

2. To receive apologies for absence and to note the resignation of Cllr Renshaw

3. To receive declarations of gifts, declarations of interest relating to matters on the agenda, in accordance with the Council’s Code of Conduct, and to consider any requests for dispensations. (please refer to the notes at the end of agenda).

4. Public forum and County Councillor report/update.
4.1 Public forum
Standing Order 3e: Members of the public may make representations, answer questions and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda. Standing Order 3f: The period of time designated for public participation at a meeting in accordance with standing order 3(e) shall not exceed 30 minutes unless directed by the chair of the meeting. Standing Order 3g: Subject to standing order 3(f), a member of the public shall not speak for more than 3 minutes.
4.2 Cornwall Councillor report / update

5. Approval of the minutes from previous meetings
5.1 Last Full Council meeting: To approve the minutes of the Full Council extra ordinary meeting held on 19th December 2024.
5.2 Finance Committee meeting: To approve the minutes of the Finance Committee meeting held on 14th January 2025.
5.3 Planning Committee meeting: To approve the minutes of the Planning Committee meeting held on 19th November 2024 and to note, due to an administration error showing the incorrect date on the agenda the Planning Committee meeting for 17th December 2024 did not take place.

6. Matters arising / actions to report from the previous Parish Council meeting(s).
6.1 To receive the Decision Notice from Cornwall Council’s Group Manager (Assurance) relating to a Code of Conduct report complaint and consider next steps (please refer to Millbrook Parish Council’s Standing Order 14 – Code of Conduct)
Note: Apology received and accepted during the full Parish Council meeting held on 19th November 2024, Minute 116.1.

7. Cornwall Council preliminary consultation – Proposed footpath diversion at Millbrook Business Park (reference HAD 297)
To review the correspondence from Cornwall Council’s Assets, Capital & Commercial Services and to consider a response.

8. LiveWest Planning Application – PA24 03072 for the development of 20 new homes
Following Cornwall Council’s Strategic Planning Committee meeting held on 21st November 2024 to receive the committee report which sets out the schedule of conditions and the terms of the S106 agreement. .

9. Finance
9.1 Clerk’s 2024-25 forecasting and budget for 2025-26.
To receive the Parish Clerk / RFO’s report.
9.2 Millbrook Parish Council budget 2025-26
To receive the recommendations from the Finance Committee and approve the budget for 2025-26, including the allocation of earmarked reserves.
9.3 Millbrook Parish Council precept submission
To consider the Finance Committees’ recommended precept submission of £134,102.
9.4 Parish Council Unity Trust bank accounts: To note the balances on the accounts.
9.5 Parish Council Nationwide Savings Account: To note the balance on the account.
9.6 CCLA Investment Management Fund: To receive the latest statement.
9.7 Bank reconciliation report: To receive the November 2024 bank reconciliation report..
9.8 Internal Auditor: To consider the appointment of the Council’s Internal Auditor as recommended by the Finance Committee.
9.9 Monthly payments: To note payments made since the last meeting and to approve the payments as presented by the Clerk,

10. Assets & Open Spaces
10.1 Meeting held on 14th January 2024: To receive the meeting notes from the Asset & Open Spaces Working Group meeting held on 14th January 2025.
10.2 Replacement picnic bench by Millbrook Lakeside: To consider the recommendation from the Asset & Open Spaces Task Group relating to the purchase of steel seating and bench and to agree a budget for the installation.
10.3 Grass cutting contract specification: 
a. Grass cutting specification modifications – Recreation Park
b. Grass cutting specification modifications – Cemetery
10.4 Hedging between Play Park and Football Field
To review the communication with Forest for Cornwall and to consider the recommendations from the Asset & Open Spaces Working Group to defer a decision on the planting and approval of the quotation from Enhanscapes until later in the year.
10.5 Tree surveys
To review and consider the quotations for an updated tree survey.
10.6 Tree management plan – To receive an update
10.7 Millbrook Tractor –To receive an update

 

11. Community support
11.1 Grant funding request 
To consider the grant funding request from the Black Prince Committee for funding of £800.
11.2 Local business support
Update on collaborative initiative with CC Ewert and representatives from Maker with Rame Parish Council and to consider a proposal from Cllr E Woffenden.
