West Street Car Park is owned by Cornwall Council.
Millbrook Parish Council has a 99 year lease agreement. Millbrook Parish Council receives income from the car park fees.
Cornwall Council are responsible for the enforcement (and receive the income from the fees).
The Parish Council recently contacted Cornwall Council request a request to open discussions regarding making better use of the car park and potential use of the green space in the car park for parking facilities. Below is the response from Cornwall Council’s Public Space Officer
‘We have discussed this previously. It was considered inappropriate not to have a buffer between the play area and the parking cars. A buffer not only affords an extra distance between the gate and the cars in the event a small child makes a run for it, but also ensures a gap for the dispersal of vehicle exhaust fumes and minimises damage to railings from reversing. From a maintenance perspective, we know that parked cars near to railings increase damage claims due to strimming. It is not possible to mow close enough to railings to avoid this.
If you think that you can design a solution that minimises the above problems, can you submit your proposal in a scaled drawing please.’
Millbrook Parish Council has written to local landowners
‘Work on the 20 new homes at Southdown in Millbrook will begin in the spring. Millbrook Parish Council is reviewing how our expanding village will impact parish council assets in the future, including car parking facilities in and around the village.
We are initially reaching out to local landowner, to gauge whether there might be interest in facilitating the parking of local resident vehicles, particularly motor homes, on their land.
