1. Chair’s welcome and announcements
2. To receive apologies for absence.
3. To receive declarations of members gifts, declarations of interest relating to matters on the agenda, in accordance with the Council’s Code of Conduct, and to consider any requests for dispensations.

4. Public forum and Cornwall Councillor report/update.
As per the Standing Orders: Members of the public may make representations, answer questions and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda. The period of time designated for public participation at a meeting in accordance shall not exceed 30 minutes unless directed by the Chair of the meeting.
A member of the public shall not speak for more than 3 minutes.
5. Approval of the minutes from previous meeting and to receive notes from working groups / informal meetings.
5.1 Minutes of the previous Full Parish Council meeting: To approve the minutes of the Full Parish Council meeting held on 16th June 2026.
5.2 Asset & Open Spaces meeting notes: To receive and review the meeting notes from the meeting held on 29th June 2026.
5.3 Millbrook Football Club: To receive the notes from the meeting held with Millbrook Football Club representatives on 10th July 2026 July.
6. Updates / actions arising from the previous meetings.
6.1 South West Water’s use of Millbrook Football Club’s Car Park (Minute 131.1)
To receive an update on communication with South West Water.
6.2 Car Park surfacing maintenance works (Minute 173, 17/03/2026)
To receive an update on surfacing works for Millbrook surfacing works in the Village Hall Car Park and Greenland Car Park.
6.3 Draft Park Order V2 (Minute 174,2, 17/03/2026)
To receive an update and agree next steps
6.4 Defibrillator – street lighting electric supply
Update on communication regarding the defibrillator at Insworke car parking area and to agree next septs.
6.5 Use of the main playing field (known as the ‘dog walking field or historically referred to as ‘Bogey Park (Minute 30 16/03/2026) –
see agenda item 8.1.
The Asset & Open Spaces Group completed questions for the survey. Due to requiring clarification on the proposal from Millbrook Football Club the survey was withdrawn.
7. Use of Parish Council land
To consider the request from Dirty Duck Soda to have a pop-up stall at the skate park and/or the Tanyard in Millbrook (dates to be confirmed)
8. Open / Green spaces
8.1 Use of the main recreation field (Previously discussed under Minute 30, 17/03/2026)
To agree the format of the survey and the consultation process (please refer to the document from the Parish Clerk)
8.2 Fruit sampling
To consider sample testing the fruit, including the blackberries, in the recreation park / community orchard for alterations in toxic chemicals and approve a budget for associated costs. (Proposal from Cllr Elworthy)
8.3 Rose Garden planting by Millbrook tennis courts
To consider the proposal from Pete Gold
8.4 Tree management
To agree to seek quotations for a Quantified Tree Risk Assessment, any steps regarding surveying the Poplar tree (to include removal of the ivy) in the tractor park and associated costs.
8.5 Long grass management during current heatwave conditions
To receive an update on action taken and communication with Cornwall Council / Cormac.
8.6 Wildflower planted on the roadside verges on New Street, Millbrook
To receive an update on the scything, harvesting and communication with Cormac (Landscaping East division) and to approve a budget for the purchase of wildlife seed mix.
8.7 Roadside verge grass cutting
a. To review and consider the proposal from Merryn Gardens

10. Cornwall Association of Local Councils’ Extra Ordinary meeting
To nominate a Parish Council representative to attend the EGM by TEAMs on 23rd July at 10:00am and to consider support for changes of CALC’s Articles of Association, as summarised below;
i. A clearer and more modern governance framework
ii. Strengthening and simplifying decision-making
iii. A fundamentally improved board structure
iv. More robust but proportionate accountability
v. Reduced administrative burden
vi. A clearer role and purpose for the Association.
11. Finance
11.1. Council’s cash, bank and savings account balances: To receive an update of the Parish Clerk the Parish Council funds.
11.2. Bank reconciliation: To note the bank reconciliation report for June 2026.
11.3 Monthly finance report: To receive the Parish Clerk’s finance report.
11.4. Monthly payments (July 2026): To note payments made since the last meeting and to approve the payments as presented by the Clerk, included in the list below, and any additional payments presented in the meeting, which can be submitted for approval at the discretion of the Chair. (Where applicable, amounts include V.A.T). Note: where Councillors have declared an interest and vacated the meeting these payments should be approved separately.

12. Grant funding application request
To review the grant funding application from the treasurer of All Saints Church and to consider the request for a donation of £500 towards the mounting of a recently discovered tablecloth, which has been embroidered with “All Saints Church 1985” and has 661 signatures of local people in the parish.

To consider approval of a new office printer at a cost of £290 (ex V.AT.)

15. Preliminary Consultations – Proposed Diversion of Unrecorded Rights and the Extinguishment of Public Footpath 12
Cornwall Council are proposing for the extinguishment of Footpath 12 in the parish of Millbrook and the diversion of Unrecorded Rights in the Parish of Millbrook. The details of the extinguishment and diversion proposal are shown in Consultation Plan provided.
