1. Chair’s welcome and announcements
2. To receive apologies for absence
3. To receive declarations of members gifts, declarations of interest relating to matters on the agenda, in accordance with the Council’s Code of Conduct, and to consider any requests for dispensations.

4. Public forum and Cornwall Councillor report / update.
Members of the public may make representations, answer questions and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda. The period of time designated for public participation at a meeting in accordance shall not exceed 30 minutes unless directed by the Chair of the meeting (Standing Order 3f). A member of the public shall not speak for more than 3 minutes (Standing Order 3g).
5. Minutes / meeting notes from previous meetings
5.1 Minutes of the previous full Parish Council meeting: To approve the minutes of the Full Parish Council meeting held on 19th May 2026.
5.2 Minutes of Annual Parish meeting: To receive the minutes from the Annual Parish meeting held on 19th May 2026 (to be approved at the next Annual Parish meeting in 2027).
5.3 Climate and Environment: To receive the notes from the meeting held on 9th June 2026.
6. Updates / actions arising from the previous meetings.
6.1 South West Water’s use of Millbrook Football Club’s Car Park (Minute 131.1)
To receive an update on communication with South West Water.
6.2 Car Park surfacing maintenance works (Minute 173, 17/03/2026)
To receive an update on surfacing works for Millbrook surfacing works in the Village Hall Car Park and Greenland Car Park.
6.3 Draft Park Order V2 (Minute 174,2, 17/03/2026)
To receive an update following legal advice and to approve the amendments.
6.4 New tractor and trailer play park equipment (Minute 189.2, 21/04/2026)
(i) To receive an update on the delivery and ground preparation works. (ii) To agree Post Installation Inspection procedures.
6.5 Annual Play Park Inspection: To receive and update and agree next steps.
6.6 Replacement swing frames in Millbrook Tractor (Minute 20.4, 19/05/2026)
To receive an update on the installation, to agree the location of the junior and toddler
swings and to agree Post Installation Inspection procedures.
7. Finance
7.1. Council’s cash, bank and savings account balances: To receive an update of the Parish Clerk the Parish Council funds.
7.2. Bank reconciliation: To note the bank reconciliation report for May 2026.
7.3 Monthly finance report: To receive the Parish Clerk’s finance report.
7.4. Monthly payments: To note payments made since the last meeting and to approve the
payments as presented by the Clerk, included in the list below, and any additional payments presented in the meeting, which can be submitted for approval at the discretion of the Chair
8 Use of the main playing field (known as the ‘dog walking field or historically referred to as ‘Bogey Park’.
To consider the following (or alternative) options:
a) Football Training Use
Permit Millbrook Football Club’s request to use the field twice per week for training (as detailed on the proposal). The grass would be cut and maintained to a suitable standard for activities.
b) Shared Community Space (Trial Period)
The Council cuts the central area of the field short during the summer season to a suitable standard for activities. The space remains available for informal community use, children’s activities and recreation. The arrangement would be reviewed and evaluated at the end of the trial period.
c) Retain the playing field as per the current grass cutting contract.
Leave the field in its current condition with sections of cut grass and a mosaic of short and long grass to be maintained in an informal design encouraging biodiversity, wildlife habitat and the natural environment.
9. Climate and Environment
9.1 Biodiversity signage
To consider the recommendations from the Climate and Environment Working Group for Biodiversity signage and associated costs (proposed budget £1,500)
9.2 People’s Emergency Briefing film screening
To note the date of the screen – 22nd July 2026 from 6.30pm to 10:30pm and to agree associated costs (potential budget £100 to cover the costs of printing and room hire)
10. Public Space Protection Order Consultation – dog foul, on leads and exclusions 2026
To receive the Draft Order from Cornwall Council and to consider feedback.
11. Funding for Local Green Spaces and Healthier Communities – open 1st to 30th June 2026
To review the criteria and consider applying for funding for a project that benefits both people and planet health. .
12 Correspondence / matters to note / reports and updates from Parish Councillors (for general discussion / updates only – not for decisions)
12.1 Correspondence: To receive a list of correspondence.
12.2 Reporting: To receive a list of issues reported to Cornwall Council / outside bodies.
12.3 Village Hall Committee: To receive an update from Cllr S Lewis
12.4 All Saints Church: To receive an update from Cllr Reilly
12.5 Rame Mental Health Alliance: To receive an update from Cllr Reilly
12.6 Future meetings: To put forward items for consideration at future meetings.
13 Policies and procedures
13.1 Compassionate leave: To review and consider any amendments.
13.2 Disciplinary: To review and consider any amendments.
14 Closed session
14.1 To resolve that pursuant to section 1 (2) of the Public Bodies (Admission to Meetings) Act 1960 and the Local Government Act 1972 S100 (2) the public and press be excluded from the meeting because of the confidential nature of the business to be transacted.
14.2 Maintenance of Parish Council’s green space
To receive an update on communication / discussions with the Parish Council’s maintenance contractors.
