1. Chair’s welcome and announcements

2. To receive apologies for absence

3. To receive declarations of members gifts, declarations of interest relating to matters on the agenda, in accordance with the Council’s Code of Conduct, and to consider any requests for dispensations.

4. Public forum and Cornwall Councillor report / update.

4.1 Public forum: Members of the public may make representations, answer questions and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda. The period of time designated for public participation at a meeting in accordance shall not exceed 30 minutes unless directed by the Chair of the meeting (Standing Order 3f). A member of the public shall not speak for more than 3 minutes (Standing Order 3g).

5. Matters arising and updates from previous meetings

5.1 Rame Conservation Trust: (Minute 119.2)
To receive and note communication regarding a funding request for Millbrook Chapel of Rest.
5.2 Yellow lines and remarking of ‘no entry’ signs (Minute 156.4)
To receive an update and approve a budget for additional cleaning costs of the tarmac.
5.3 Defibrillator installation (Minute 159)
To receive an update on quotations for the installation of defibrillators at Millview Gardens and Gallows Park / Millbrook Business Park
5.4 Permaculture Kernow tree planting and planting by the skatepark (Minute 168)
To receive an update on planting by Friends of Millbrook in the planters by the skatepark and memorial tree planting by Permaculture Kernow.
5.5 Car Park surfacing maintenance works (Minute 173)
To receive an update on works in the Village Hall Car Park and Greenland Car Park.
5.6 Play Park, Tennis Courts and Skatepark inspection (Minute 175.1)
To receive an update – inspection scheduled to take place on 1st May 2026.

7. Cornwall Council Public Realm Improvement and Re-introduction of Weed Treatment

Cornwall Council’s Cabinet has instructed Cornwall Highways & Environment Services to begin a new programme of weed treatment and public realm improvements across Cornwall.
This decision follows evidence of declining standards since routine weed management stopped in 2013, resulting in increasing complaints, narrowing footways, damaged surfaces, and perceived reduced community pride. (i) To receive the documents circulated by Cornwall Council’s Localism Team, on behalf of Cornwall Council Connectivity and Environment Service and a report from the Parish Clerk. (ii)  to agree a response to Cornwall Council.

9. Subscriptions

9.1 Cornwall Association of Local Councils: To review the communication from CALC and to consider approval of the 2026/27 membership subscription, at a cost of £890.36 (ex V.A.T.)
9.2 Institute of Cemetery Management: To consider approval of the ICCM 2026/27membership renewal at a cost of £110.

10. Finance

10.1. Bank balances and savings / investment account balances
To note the balances in the Unity Trust bank accounts, petty cash tin, Nationwide Building Society and Public Sector deposit funds.
10.2 Bank reconciliation reports: To receive the bank reconciliation reports for February 2026. .
10.3 Precept: To note receipt of 1st instalment of the precept from Cornwall Council
10.4 Finance Report: To receive the monthly report from the Parish Clerk
10.5 MPC Asset Register: To approve the Parish Council’s Asset Register for the year ending 31st March 2026.

11. Play Park Facilities

11.1. Consultation with local school children: To receive a report / update from Cllr Elworthy and Reilly and agree next steps.
11.2 Tractor and trailer slide: To review and consider the quotation(s) for a replacement ‘tractor’ in the play park.
11.3 Designated toddler / sensory play area in Millbrook Tractor Park: Subject to funding, does the Council support a segregated area with toddler equipment and sensory panels within the tractor park?

12. Millbrook Watch – Community Wildlife Project & Potential Parish Collaboration

To receive a project plan titled ‘Millbrook Watch – a year-long, community-focused wildlife documentary and biodiversity recording project centred on Millbrook Lake and its surrounding wild edges and to consider support.
13.1. MPC Risk Management Scheme
To review and approve the updated policy.  The policy was previously approved during the Parish Council meeting on 19th August 2025 (Minute 71) subject to a review of the matrix scoring.  The scoring has now been reviewed by the Chair, Vice Chair and Parish Clerk.
13.2 MPC Data Protection policy

14. Traffic and Transport – Vehicle Activation Sign (VAS) at Dodbrook

15. Cornwall Council consultations

15.1 Draft Belonging to Cornwall Strategy consultation: To consider feedback.
The strategy is Cornwall Council’s commitment to equity, diversity and inclusion over the next four years. It sets out plans for a fair and inclusive Cornwall where everyone feels welcome and that they belong. It helps us meet the requirements of the Equality Act 2010.
15.2 Cornwall Cultural Strategy Consultation: To consider feedback
Its vision is to use creativity to boost the economy, improve communities, and support health and wellbeing. The strategy focuses on five ambitions: helping people take part in culture, building skills and confidence, creating jobs and economic growth, improving towns and villages, and celebrating Cornwall’s heritage and new creative work. The aim is to showcase the strengths of culture in Cornwall, how to maximise impact through working together, and to grow the sector by attracting more investment.
