1. Chair’s welcome and announcements
2. To receive apologies for absence
3. To receive declarations of members gifts, declarations of interest relating to matters on the agenda, in accordance with the Council’s Code of Conduct, and to consider any requests for dispensations.

c. Declaration of gifts or hospitality with a value of over £50.00.
4. Public forum and Cornwall Councillor report / update.
4.1 Public forum: Members of the public may make representations, answer questions and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda. The period of time designated for public participation at a meeting in accordance shall not exceed 30 minutes unless directed by the Chair of the meeting (Standing Order 3f). A member of the public shall not speak for more than 3 minutes (Standing Order 3g).
4.2 Cornwall Council report / update: To receive the February 2026 report and any further verbal updates from CC Kate Ewert.
5. Matters arising and updates from previous meetings
5.1 Play Park maintenance works (Minute 105.2 and 144.2)
(i) To receive an update on the replacement scramble nets scheduled to be installed by Outdoor Play People and (ii) To receive an update on works completed by Academic Facilities Services for works on the Multi-Play Unit.
5.2 South West Water’s use of Millbrook Football Club’s Car Park (Minute 131.1)
To receive an update on further communication the Local Government Affairs Officer for South West Water regarding a covenant to maintain the access route.
5.3 Removal / reduction of the Poplar tree in Millbrook Tractor Park (Minute 144.1)
To review quotations(s), method and date for completion of works on the Poplar tree in Millbrook Tractor Park. During the Parish Council meeting held 20th January 2026 the Parish Council accepted the quotation from TP Trees to take down the poplar tree to waist height. Due to commitments from storm damages the contractor has not been able to commit to a date when the works would be completed.
5.4 Pigshill and Clarrick Woods (Minute 150)
To receive an update on the Forestry First Aid course, part funded by Millbrook Parish Council. The course is scheduled to take place on 24th and 25th March 2026.
5.5 Black Prince Flowerboat Festival (Minute 151.1)
To receive an update on fundraising and note the revised donation. Due to the committee receiving funding from both Cornwall Council Kate Ewert’s Community Chest of £200 and £250 from Torpoint and Rame Peninsula Lions Club, the donations from both Millbrook Parish Council and Maker with Rame Parish Council have been reduced from £990 to £775. Millbrook Parish Council will process the payment of £775 after 1st April so that the funds come out of the 2026-27 budget.
5.6 Vehicle Weight restrictions in West Street Car Park (Minute 156.2)
To receive an update from the Parish Council on legal advice, communication with Cornwall Council and action taken.
5.7 Yellow lines and remarking of ‘no entry’ signs (Minute 156.4)
To receive an update and approve a budget for additional cleaning costs of the tarmac.
5.8 Defibrillator installation (Minute 159)
To receive an update on quotations for the installation of a defibrillators at Millview Gardens and Gallows Park / Millbrook Business Park
6. Millbrook Village Hall Management Committee (MVMC) potential use of the Car Park outside the Village Hall (Pharmacy side)
To consider MVMC’s request for use of some of Village Hall car park to accommodate broadcasting vans and spaces for the production team and panel, for the hosting of ‘Any Questions’ (date to be confirmed depending on success of the application)
7. Permaculture Kernow – tree planting
To receive a document detailing communication with Permaculture Kernow, plans, details of the trees planted, the locations of the bases, feedback from Millbrook Skatepark Project group representative and advice from Advisors from The Society of Local Clerks and Cornwall Association of Local Councils.
7.1 Bases for dedicated memorial trees and a walnut tree
Does the Council support the location for planting of dedicated memorial trees and proposed walnut tree, shown as 16, 18 and 19 on the plan.
7.2 Planting of trees (or alternative planting) by the skatepark
Does the Council approve the planting of 2 x nut trees or alternative planting near the seating by the skatepark, shown as 20 and 21 on the plan? (Councillors to refer to feedback from Millbrook Skatepark Project fundraiser representatives)
8. Torpoint Town Council’s Expression of Interest to the UK Town of Culture (TOC) competition 2028
To review the documents and consider a support in principle for the entry.
9. Approval of the minutes from previous meeting and receive meeting notes from Parish Council working group
9.1 Minutes of the previous full Parish Council meeting
9.2 Climate and Environment Working Group
To receive the meeting notes from the meeting held on 10th March 2026.
10. Finance
10.1. Bank balances and savings / investment account balances
To note the balances in the Unity Trust bank accounts, petty cash tin, Nationwide Building Society and Public Sector deposit funds.
10.2 Bank reconciliation reports: To receive the bank reconciliation reports for February 2026. .
10.3 Payroll service provider fees: To consider the approval of the increase in service charges by 4.5% (increase of £1.69 per month)
10.4 Finance Report: To receive the monthly report from the Parish Clerk
10.5 Monthly payments: To note payments made since the last meeting and to approve the payments as presented by the Clerk.
Any additional payments, which are not included on the agenda. may be presented to the Council in the meeting, to be submitted for approval at the discretion of the Chair. (Where applicable, amounts include V.A.T). Reported figures exclude nominal petty cash expenses and bank charges.

11. Cornwall Council Service Level Agreement (SLA) 2026-27
To receive and consider approval of the SLA for additional Civil Enforcement Officer patrols for parking enforcement as detailed as on the document.
12. Car Park surfacing maintenance works
To consider the quotations from Cormac for surfacing works in the Village Car Park, Greenland Car and the Doctors Surgery at a total cost of £14,661.20.
13. Parking provision in Millbrook
13.1 To review the ‘draft’ Parking Order for 2026 (covering Greenland, Millbrook Doctors Surgery, Millbrook Village Hall and West Street Car Parks and to consider:
a. Does the Council require inclusion of ‘no person shall place a caravan or trailer in a Parking Space (see page 9, ‘Miscellaneous provisions’.)
b. Does the Council wish to include ‘The storage of fishing pots and / or nets shall be prohibited except in the location or locations agreed in writing by The Council? (See page 11, Miscellaneous provisions)
c. To consider the criteria of either Dinghies parked in Parking Spaces, where permitted,
must be on trailers or ‘Dinghies are not permitted to be left in the Parking Place ‘.
d. To consider a charge for weekly visitor permits.
e. To consider a discounted annual fee for disabled permits (season tickets).
f. To consider implementing an administration fee for charge of vehicle permits (season tickets).
g. To review the permitted vehicle classes and to consider any changes.
h. Does the Council wish to continue to offer ‘no charges’ for Sunday parking?
13.2 Legal costs: To approve a budget for legal services to review the Parking Order and to advice on the requirements for the formal legal process.
13.3 Resident Car Park permits (Season tickets)
To receive an update from the Parish Clerk on the current number of resident car park permit holders and to consider:
a. Does the Council wish to restrict a limit on the number of permit / season tickets issued?
b. Does the Council wish to restrict the issue to permits to only residents in West Street?
Note: The Parish Council’s website makes it clear the issuing of a permit does not guarantee a space but offers a discounted price for residents.
13.4 Car Park machine / terminal replacement
To consider the quotation(s) to supply and install a new parking meter in West Street Car Park. Quotations have been received for either purchasing or renting a new terminal.
14 Recreation maintenance and improvement
14.1 Play Park / Skatepark / Tennis Court Inspection
To consider the appointment and approval of costs for the Parish Council’s Annual Inspection.
14.2 Works on trim trail equipment
To receive and review (a) the quotation for repair of the trim trail equipment in the tractor park (b) priority inspection findings from Academic Facilities Services.
14.3 Community engagement
Update and agree next steps regarding consultation regarding the maintenance / refurbishment / renovation of the tractor park.
15 Policies and procedures – To review the policies listed below.
15.1 Grant making policy – review and adopt the policy.
15.2 Data Protection – to review and adopt the policy.
15.3 Freedom of Information Publication Scheme – to review and reaffirm the policy.
