1. Chair’s welcome and announcements
2. To receive apologies for absence.
3. To receive declarations of members gifts, declarations of interest relating to matters on the agenda, in accordance with the Council’s Code of Conduct, and to consider any requests for dispensations.

c. Declaration of gifts or hospitality with a value of over £50.00.
Members of the public may make representations, answer questions and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda. The period of time designated for public participation at a meeting in accordance shall not exceed 30 minutes unless directed by the Chair of the meeting.  A member of the public shall not speak for more than 3 minutes.
5. Matters arising and actions from previous meeting / Parish Clerk’s updates. 
5.1 Cremyll Ferry: Cllr Moorey has requested that the Cremyll Ferry be included in any forward proposals or transport strategy discussions arising from the Community Area Partnership highlighting transport links are essential for maintaining our economic and social connections with the city. (Minutes 90.7)
5.2 Permaculture Kernow: Update on informal meeting with Permaculture Kernow representative, to receive an artist impression of the proposed planting and to receive additional correspondence and communication from Councillors. (Minute 79)
5.3 Unity Trust Impact grant: Update on application to cover the costs for  the purchase and installation of defibrillators and First Aid courses. (Minute 80.5)
6. Approval of the minutes from previous committee
6.1 Minutes of the previous full Parish Council meeting
6.2 Finance Committee meeting
To approve the minutes of the meeting held on 11th September 2025.
7 West Street Car park fees: Does the Council wish to proceed with actions relating to an increase in long stay car park fees?.(see documents from the Parish Clerk)
8. Finance
8.1. Bank balances and savings / investment account balances
To note the balances in the Unity Trust bank accounts, petty cash tin, Nationwide Building Society and Public Sector deposit funds
8.2 Bank reconciliation reports: To receive the bank reconciliation reports for August and  September 2025.
8.3 Monthly Finance report: to receive the Parish Clerk / RFO’s Finance Report.
8.4 Repayment of funds to Pod Point: To note the funds reimbursed to Pod Point which were paid to Millbrook Parish Council in error.
8.5 Friends of Millbrook: To receive an update relating to funds received and expenditure on the planting of the flowerbeds in Millbrook.
8.7 Monthly payments: To note payments made since the last meeting and to approve the
payments as presented by the Clerk, included in the list below, and any additional payments presented in the meeting, which can be submitted for approval at the discretion of the Chair.
(Where applicable, amounts include V.A.T).  Reported figures exclude nominal petty cash expenses and bank charges. Note: where Councillors have declared an interest and vacated the meeting these payments  should be approved separately.

9. Utility costs – EV Charge Point and Public toilets
To review and approve the supplier for electric costs of the EV Charge Points and Public toilets.
10. Grant Funding requests
10.1 Millbrook Preschool: To consider the grant funding request of £750 to contribute towards the costs of a Christmas fundraising event and a double pushchair.
10.2 Permaculture Kernow: To consider approval of funding £500 to assist Permaculture Kernow for the purchase of water butts/watering cans and the hire of the power barrow to move compost and soil to tree planting areas. (previously agreed ‘in principle’ during the Parish Council meeting held on 16TH September 2025, Minute 79)
10.3 The Peninsula Trust: to consider the grant funding request of £1,410 towards the costs of the Post Office and the Micro Library in the Rame Centre.
11. Open spaces
11.1 Bug house: To consider acceptance for the donation of a bug house and to agree location.
11.2 Vegetation behind the tennis courts: To review and consider the quotations relating to cutting back the vegetation behind the fence of the tennis courts as shown on the specification.
11.3 Removal of the poplar in the Tractor Park: Does the Council wish to seek quotations for the removal of the poplar in the tractor park.
12. Play Park
12.1 Specification for works on the multi-play unit: To approve the specification as presented.
12.2 Scramble net quotation: To consider the quotation from Outdoor Play People
(a) Remove and dispose of existing large climbing and smaller climbing net on to remove and dispose of existing large climbing net & smaller climbing net on existing ‘Taylor Made’ tower
frame at a cost of £4,880.00 or
(b) Supply and deliver only at a cost of £3,591.00.
13. Christmas and Events
13.1 Meeting held on 19th September 2025: To receive the meeting notes from the meeting held on 19th September 2025 and to note the Council’s Christmas Light Switch on will take place on Thursday 27th November 2025.
13.2 Christmas expenditure: Christmas light Switch On event: To agree a budget for associated costs relating to the Christmas Light Switch On event and Christmas Decoration displays.
14. Traffic and Transport
14.1 South West Rural Mobility Pilot Application form: To receive the application form submitted by Cllr Julie Elworthy relating to the reintroduction of a bus route to the Anderton area of Millbrook.
14.2 Hounster Hill / The Narrows: To receive an update from Cornwall Council / Cormac
15. Policies and procedures
15.1 Menstrual and Menopause Health and Flexibility policy: To review and consider approval of the draft policy.
15.2 Christmas and Event working group Terms of Reference: To review and consider re-affirming the Terms of Reference.
15.3 Vexatious Communications policy: To review and consider re-affirming the policy.
16. Correspondence / matters to note updates from the Parish Clerk, updates from Parish Councillors and to receive items for consideration at future meetings.

17.  Closed session
17.1 To resolve that pursuant to section 1 (2) of the Public Bodies (Admission to Meetings) Act 1960 and the Local Government Act 1972 S100 (2) the public and press be excluded from the meeting because of the confidential nature of the business to be transacted.
17.2 ‘Tractor’ in the play park: To receive an update on communication relating to the tractor and to agree next steps.
