1. Chair’s welcome and announcements
2. To receive apologies for absence.
3. To receive declarations of members gifts, declarations of interest relating to matters on the agenda, in accordance with the Council’s Code of Conduct, and to consider any requests for dispensations. 
a. Declarations of interests
b. To consider members’ requests for dispensation
c. Declaration of gifts or hospitality with a value of over £50.00.
Members of the public may make representations, answer questions and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda. The period of time designated for public participation at a meeting in accordance shall not exceed 30 minutes unless directed by the Chair of the meeting.  A member of the public shall not speak for more than 3 minutes.
5. Matters arising and actions from previous meeting / Parish Clerk’s updates. 
5.1 Update on members of Parish Council committees and working groups (Amendments from minute 11, 20/05/2025)
Planning and Finance committees: Cllr A Lewis is no longer a member of these committees.
Asset and Open Spaces Task Group: Cllr Elworthy has joined this working group.
5.2 Asset of Community Value – Devon and Cornwall Inn (ongoing action – previously reported under Minute 47.4, 21/07/2025):
To receive an update from the Clerk.
5.3 Bin in Millbrook Skatepark (Minute 31.2, 17/06/2025)
Does the Council wish to proceed with the relocation of the bin in the skatepark. The Council resolved to defer the decision on moving the bin until September but in the interim signs are installed and arrangements are made to litter pick.
5.4 Hedgerow between the tractor park and the playing field (Minute 47.1,15/07/2025)
(i) To note the purchase of 45 Hornbeam, 50 Hazel and 45 Copper Beach trees at a cost of £386.75 from Tamar Trees and the quotation from Enhanscapes of £540.00 to include materials (spiral guards, canes, Mycorrhizal fungi, wood chip).
(ii) to agree a contingency budget for watering of the hedgerow.
5.5 Unity Trust grant funding application (Minute 58 5/07/2025): To consider submission of an application to Unity Trust’s annual grants programme for funding of £5,000. Councillors to
 agree a relevant project which fits the criteria. Deadline for applications 26th September 2025.
5.6 Vegetation behind the tennis courts (Minute 51, 21/07/2025)
To receive the specification and note quotations will be submitted to the Parish Council for approval during the October meeting.
5.7 Roadside verge maintenance / wildflower mix (Minute 69, 15/08/2025).
A budget of £600 was agreed for a bespoke low growing wildflower meadow seed mix.
A purchase of £479.99 (less reclaimable V.A.T) has been made with Boston Seeds.  Does the Council wish to purchase additional seeds or bulbs.
5.8 Water Safety Equipment (covered under Chair’s announcements 19/08/2025): To note the purchases made under Clerk’s delegated authority, as recommended by Cllr Moorey.
6. Approval of the minutes from previous committee 
6.1 Minutes of the previous full Parish Council meeting
6.2 Finance Committee meeting
To receive an update from the meeting held on 11th September 2025 (Minutes and actions to be presented at the next Council meeting).
7. Cemetery Management
To receive and consider the retrospective formal request for a small new garden and an engraved slate next Mr Woffenden’s memorial bench.
8. Parish Council consultation / community consultation
To receive the reports detailing community feedback and to consider actions relating to comments on the report.

8.1. West Street Car park fees: Does the Council wish to proceed with actions relating to an increase in long stay car park fees.
8.2 Memorial Wall: To consider a specification for a memorial wall in Millbrook cemetery.
8.3 Cemetery memorial box / letters to heaven: Subject to budget, does the Council support this proposal?
8.4 Additional recommendations for future proposals: Following review of the reports to put forward ideas and suggestions for future considerations.
9. Finance
9.1. Bank balances and savings / investment account balances
To note the balances in the Unity Trust bank accounts, petty cash tin, Nationwide Building Society and Public Sector deposit funds.
9.2 Internal Control Check: To note the Internal Control checks for April, May and June 2025, completed on 15th  August 2025 by Cllr S Lewis and Cllr McBain.
9.3 Bank reconciliation reports: To receive the bank reconciliation reports for Julyand August 2025.
9.4 Monthly Finance report: to receive the Parish Clerk / RFO’s Finance Report.
9.5 External audit: To receive an update from the Parish Clerk/ RFO.
9.6 Payments received (excluding standing receipts such as car park fees):
– Millbrook Skatepark Project: To note the final balance received from  Cornwall Council for the Community Infrastructure Levy Funding (CIL)
– Green Fingered Friends of Millbrook (formerly Village Enhancement Team)
To note receipt of an anonymous donation towards the planting of the flowerboats and a payment from Quay Garage for sponsorship of the flowerboat by the Tractor Park.
– Precept payment: Second instalment payment received from Cornwall Council for Millbrook Parish Council’s precept submission (1st instalment received 7th April 2025).  £134,102 precept agreed during the full Parish Council meeting held on 21/01/2025, Minute 147.3.
9.7 Petty cash account: To receive the report detailing petty cash transactions from 1st April 2025 to 11th September 2025
9.8 Monthly payments: To note payments made since the last meeting and to approve the payments as presented by the Clerk, included in the list below and any additional payments presented in the meeting, which can be submitted for approval at the discretion of the Chair.

10. Defibrillators
10.1 Emergency spend: To note the purchase, made under delegated authority, for a replacement battery and defibrillator pads.
10.2 Defibrillator at Gallows Park / Millbrook Parish Council: To consider the request for a defibrillator at Gallows Park / Millbrook Business Park and if approved to agree a budget for
the purchase, installation and ongoing costs.
10.2 Additional locations for defibrillators in the Parish: To consider additional locations in the parish for the installation of defibrillators.
11. Emergency helicopter landing
To review and consider the proposal from Cllr Moorey.
12. Installation of a purpose-built barbeque
Does the Council wish to consider the installation of purpose-built barbecues around the lakeside? (Proposal Cllr Elworthy)
13. Climate and Environment
13.1 Climate and Environment meeting held on 9th September 2025: To receive the notes / an update on the meeting.
13.2 Community Orchard proposal from Permaculture Kernow – to consider the proposal as detailed below;
• 25 trees fruit and nut around dog walking area
• Planted by volunteers over this autumn
• The ground around the base of the trees will be managed so as to be low maintenance and support biodiversity using yellow rattle and nitrogen fixing plants.
• Permaculture Kernow will cover the cost of trees, buildings and volunteers £1500.
but are seeking help to cover the cost of digger hire, water butts, compost and tools £500.

14. Parish Council laptops
To consider the approval for the costs of (a) Windows upgrades or (b) replacement laptop(s)
15. Traffic and Transport
15.1 Traffic and Transport Working Group’s meeting held on 9th September 2025: To receive and review the meeting notes.

15.3 Bus route from Anderton to Cremyll: To receive an update from Cllr Elworthy.
15.4 Cornwall Area Partnership Highway Improvement Scheme: To receive an update.
15.5 Gallows Park Highway Improvements: To receive an update from CC Ewert.
15.6 Parking on Fore Street and the entrance to Dawes Lane: Subject to approval from Cornwall Highways does the Council support a 30-minute parking zone on Fore Street and the entrance to Dawes Lane?
15.7 The Cremyll Ferry: Does the Council support investigating whether funding may be available from Plymouth City Council or Cornwall Council to help offset the rising costs currently being passed on to local residents and communities.
16. Policies and procedures
16.1 Asset and Open Spaces Task Group: To receive and review the Terms of Reference.
16.2 Planning Committee Terms of Reference: To receive and review the Terms of Reference.
16.3 Traffic and Transport Terms of Reference: To receive and review the Terms of Reference.
16.4 Complaints policy: To receive and review the Council’s Complaints policy.
17. Correspondence, matters to note and items for the next meeting.
To receive the list of correspondence, items reported by the Parish Council Officers and to consider items to be include in the next Parish Council meeting.
18. Closed session
18.1 To resolve that pursuant to section 1 (2) of the Public Bodies (Admission to Meetings) Act 1960 and the Local Government Act 1972 S100 (2) the public and press be excluded from the meeting because of the confidential nature of the business to be transacted.
18.2 ‘Tractor’ in the play park: To receive an update on communication relating to the tractor and to agree next steps.
