5. Approval of the minutes from previous meetings
5.1 Last Ordinary Full Council meeting: To approve the minutes of the meeting held on 21st January 2025.

6. Annual Parish meeting
To note the date and time of the Annual Parish meeting will be on 13th March 2025 at 7:30pm.
7. Local Elections.
7.1 To note the pre-election period will commence on 14th March and councillors must therefore be aware of the restrictions in force for the period.

8. Matters arising / updates from previous meetings
8.1 Defibrillator installation: Update on communication with Cornwall Council and to provide an estimate on the cost of removing part of the wall for access.
8.2 Grass cutting contract tender update: To consider the questions from prospective applicants. The responses will be published in a document titled ‘answers to questions from bidders’ and will be publicly available on the Parish Council website and the government contract finder website.

8.3 Replacement picnic benches: (i) To review the communication received from the Millbrook Model Boat Club (ii) To receive an update on the insurance claim from the burnt bench and damaged tarmac in Millbrook Skatepark.
9. Use of Parish Council land: To consider the request from Millbrook Arts and Craft group members to use the Tanyard on 15th April, 3rd May, 7th June, 5th July and 2nd August and 6th September 2025.
10. Consultations
10.1 Government consultation on Strengthening the Standards and Conduct Framework for Local Authorities in England: To receive and review Cornwall Association of Local Council’s Commentary on the Public Questions and Options for Response on the Government consultation and to consider a Parish Council.
10.2 New second home council tax premiums: To receive the communication from Redruth Town Council and consider a response.
11. Traffic & Transport
11.1 Improvement of Bus Services in the Torpoint and the Rame Peninsula Area: To receive the communication from Rame Peninsula Public Transport Users Group and to consider providing a letter of support in respect of the organisation’s proposals to improve local bus services using some of the Government Bus Service Improvement Plans Funding recently awarded to Cornwall Council.
11.2 West Street/Hounster Hill/B3247: To receive an update on Cormac’s Wig-Wag system proposals and responses to a parishioner from Cormac Highways’ Manager.
12. Finance
12.1 Internal Control Checks: To note the completion of Internal Control checks for July, August, September 2024 and October, November and December 2024.
12.2 Parish Council Unity Trust bank accounts: To note the balances on the accounts.
12.3 Parish Council Nationwide Savings Account: To note the balance on the account.
12.4 CCLA Investment Management Fund: To receive the latest statement.
12.5 Bank reconciliation report: To receive the December 2024 and January 2025 bank reconciliation reports.
12.6 One Less Worry Payroll Service: To consider approval of the monthly increase in payroll service fees from £34.64 per month to £37.64 per month.
12.7 Pod Point payments: To consider signing the Stripe agreement to receive revenue payments.
12.8 Monthly payments: To note payments made since the last meeting and to approve the
payments as presented by the Clerk, included in the list below, and any additional payments presented in the meeting, which can be submitted for approval at the discretion of the Chair.

13. Millbrook Skatepark
13.1 Funds: To receive the latest accounts for the skatepark project
13.2 Seating: Update on seating proposals
14. Cemetery Management
14.1 Topple test update: To receive an update on headstones deemed unsafe following the topple testing completed by Cormac.
14.2 Headstone repairs: Following notifications to families, to consider the approval of the quotation(s) to refix a headstone in the cemetery to a new foundation slab, with ground anchor and all fixings as required (to current NAMM & BRAMM Regulations).
14.3 Cemetery training: To approve the use of Millbrook Cemetery (new section) as a venue for memorial management training.
14.4 Cemetery regulations: To review the Parish Council’s Cemetery Regulations.
15. Cornwall Council Agreements
15.1 Service Level Agreement – Parking Enforcement
To receive the draft agreement from Cornwall Council for an On and Off-Street Service Level Agreement between Cornwall Council and Millbrook Parish Council for 2025-26 and to consider approval of the document.
15.2 Local Maintenance Partnership programme 2025-26: To receive the documents from Cornwall’s Public Space and Forestry Team Leader and to consider acceptance of £182.16 for the cutting of Public Rights of Way in our Parish, subject to the terms of the agreement.
16. Newsletter
Does the Council wish to produce a newsletter? (see costings from Print Options and refer to guidance from CALC). If yes, to agree a budget, estimated distribution date and whether to include business advertising.
